Jamming is a very anti-social activity.
Fortunately it's also difficult to do on a "jam everything" basis
- the USSR had real trouble simply trying to jam a few broadcasts on
ordinary AM.
What in the world do you want this for? In many/most
countries it's illegal.

why would you need a mobile jammer?
If you own the building you live in, it is actually your responsibility
to keep it clean - including radiation.
Using a jammer stops
mobile phones for finding the BTS and therefore the lack of BCCH reception
makes the telephone seize attempts of logging onto the cell.
you only need several mW to do this, compared to a maximum of 2 Watts
that could be emmited from a cell trying to connect of initiate and
keep a call going.
There may be other objectives, of course -
example, I really feel annoyed when every important conversation I try
to start gets cut in the middle by pointless ringings of my companion's
cellphone, and therefore that raise my desire to do sth. about it.
